This is Maznexa's technical proposal for the Capital Market Authority's competition for the provision of design and creative editing services. It responds to every requirement in Section Seven (Scope of Work), Section Eight (Specifications) and Annex 2 (Work Team Specification), and it is structured so the evaluation committee can find each scoring criterion where the rubric expects it. Annex 1 distributes one hundred technical points across five criteria, and sets a pass mark of 70%, with a 70/30 technical-to-financial weighting. The broadest item: everything in items 1 and 2, plus animation, motion graphics, audio-visual reports and animated imagery delivered as GIF and MOV, and the output of visual clips and videos. Arabic editing, language review and scriptwriting for the visual, audio and read creative services, in line with the Authority's identity and message; general creative media content for issued media products; and preparation of the project's creative content within a structure agreed with the Authority. Special condition 16 requires a dedicated Arabic-speaking supervisor to follow the work with the Authority. We provide that supervisor, and above the five seats we also carry an art director who reviews creative output against the Authority's identity, a language reviewer who second-reads every Arabic text before it leaves, and an account lead who owns the contract. The Capital Market Authority was established under the Capital Market Law issued by Royal Decree M/30 dated 2/6/1424H, as the regulator of the Saudi capital market. Quality assurance planخطة ضمان الجودة
Clause 71 requires the contractor to submit a quality assurance plan for review and approval by the government entity, containing quality-control procedures and tools. The ratio is designed in at nomination, not corrected later, and is reported monthly alongside performance. Annex 2 sets a bachelor's degree as the minimum qualification for all five roles, with minimum experience of three, three, five, four and three years respectively. Annex 1 then awards its experience points where a graphic designer, a motion designer and a creative editor each exceed six years in the same field. The criterion asks for contracting with more than five government entities or large companies on comparable projects over the last five years, with what was done reviewed and its outputs shown to align with this project's requirements. Clause 64 refers to the number of service providers set out in the bill of quantities over twelve Gregorian months, "or the quantities shown for the number of videos". The bill of quantities prices monthly service provision and states no separate video count.
